Basically whats going on here is that Ultimecia (known as Mecia in this fanart for conventional purposes) and Emperor Mateus are a married couple with Bartz as one of their financial associates whose supposed to be collecting debts from both his friends. I'm not really sure of that's the story but I guess you could go to this place t get more info on the matter: [link]

Mateus: Hello dear.
Mecia: Are you trying to wrangle a discount from Bratz again?

Panel 2-
Mateus: What's the matter? You do it all the time.
Mecia: What? No I do not.

Mateus: Oh yes you do. In fact, you practically nag them into giving you discounts.
Mecia: If you want to carry on this conversation then you can sleep on the sofa tonight.

Panel 4-
Mateus: That's a dirty way of winning an argument, Mecia!
Bartz: She's a lawyer for a good reason, Mateus.

Personally, I think they make a great couple. XD
In game they are a very easy pairing to slash because they always hang out with each other in addition to both being backstabbing snakes.
